By the mid-1700s, the importance of measuring and analyzing population distributions was recognized and the idea that ethical and state policies could encourage wealth through population growth was established, most notably in 1741 by Johann Peter Süssmilch [1707-1771]. Süssmilch advocated the expansion of government collection of population statistics and pointed to a nearly constant sex ratio favoring males as one illustration of the regularity to be found in official data. He is regarded as one of the founders of demography and a pioneer in the history of population statistics. Data on the social character of human populations was still lacking, however.

This would soon change. The first impetus for the widespread systematic collection of social data occurred in France in the period following the French Revolution to the fall of Napoleon in 1814 and onward to the Bourbon Restoration, ending in July 1830 . This period saw widespread inflation, unemployment, and upheaval. Paris witnessed explosive growth and food and housing shortages, accompanied by what was perceived in the Parisian press as a vastly increased rise in crime, which was attributed to a new, dangerous class of petty criminals (Chevalier, 1958).

Crime was not the only social issue. The Poor Laws in England subjected the poor to almshouses and debtors to workhouses or debtors prisons; the condition of being indigent was termed pauperism, the peculiar English term likening destitution to a disease or chronic condition. Suicide became an Anglo-French issue after George Burrows noted that in 1813 there were 141 suicides in Paris but only 35 in London, as well as 243 drownings in the Seine compared with 101 in the Thames, most of which he considered to have been “voluntary death.”

The idea of displaying quantitative data on a map-now called thematic cartography-has a long history. ${ }^{5}$ An early example, generally considered the first thematic map of economic data, ${ }^{6}$ is the Neue Carte Von Europa $(1782)^{7}$ by the German economist August Friedrich Wilhelm Crome [1753-1833]. Crome used a variety of iconic symbols to show fifty-six commodities and products: gold, silver, cows, fish, tobacco, and so on. Yet, while this was an important landmark in map-based data display, it didn’t “speak to the eyes.” In other words, one could look up where wine was produced yet not see any pattern nor connect the dots to understand any connection with terrain or climate.
In an important step toward visualizing and understanding map-based data, Baron Charles Dupin [1784-1873] had the idea to portray the levels of instruction (proportional number of male children in primary schools by department) as degrees of shading on a map of France. His 1826 map used graduated shadings from black to white with darker shades representing increasing degrees of illiteracy or ignorance, making this the first known instance of what today is called a choropleth map.

It immediately became clear that a diagonal line from Brittany to Geneva separated the less educated south of France from the better educated north, a distinction discussed for many years as France obscure versus France éclairée. This invention-the first modern statistical map-was the starting point of a true graphical revolution that would soon extend to a more general social cartography with the comparative analysis of social issues.

With so much data, the arm-chair philosophizing on the relations of crime with other variables could now be addressed directly. In 1829, André-Michel Guerry, a young lawyer working in the Ministry of Justice, teamed up with the Venetian geographer Antonio Balbi to produce the first statistical map of crime data (Figure 3.3).
