Annual planning in terms of the development and implementation of an annual plan is a function of a firm’s management. A plan’s economic orientation is defined by the choice of optimum types (nomenclature) and the volume of goods (products) which are subject to production in the planned year. The nomenclature and volume come from a set of product types revealed as a result of market research, combined with what the firm is capable of making. The nomenclature and volume of the goods planned for production are defined by the key economic indicators and the costs of production for which size is, as a rule, balanced on the resources and production capacity of the firm.

The plan is created on the basis of a detailed program of production, the economic activity of the enterprise, and the development of organizational actions.

A firm’s annual plan is defined by a set of technical and economic indicators subdivided into two groups of indexes. The indexes in the first group are: nomenclature, volumes of gross and marketable products, added value, and profit etc. The enterprise is interested in an increase in these indexes because, to them, it is desirable to maximize. The indexes in the second group are: the economy of raw materials, resources, the prime cost of products, and the enterprise seeking to reduce expenses (i.e., to minimize). These wishes and requirements are reflected in the annual plan.
The formation and implementation of the annual plan can be broken up into a number of stages:

1. A marketing stage, realized via research and analysis of the market. On the basis of this, decisions are made regarding the market activity of the enterprise over one or two summer periods. Marketing programs for the separate products and divisions are submitted as a result.
2. A stage during which an annual plan is created for the firm’s divisions as well as for the firm as a whole. The plan is developed in the form of one of three options:

It is necessary to define the enterprise’s production schedule, which includes indicators according to the nomenclature (of products) and on the basis of volume (i.e., how many corresponding types of products should be made by the enterprise so that income and profit are possible at the lowest expense). We need to create a mathematical model of the problem and solve it.

Decision. Problems with defining a production part (criterion for maximizing sales volume, profit, and resource restrictions) similar to Section 8.4.1. We build restrictions on human resources of $5 x_1+$ $6 \times 2 \leq 3000$. Additionally, we note that the production plan should not exceed 300 products: $x_1+x_2 \geq 300$. Costs of the made products $f_3(X)=$ $c a_{11} x_1+c a_{12} x_2$ have to be as low as possible, i.e., it is necessary to minimize function $f_3(X)=1 * 5 x_1+1 * 6 * x_2$.

The purpose of the producer is to gain income and profit on the sale of products while minimizing the prime cost of products and taking into account restrictions on human and planned resources. From here, the target orientation can be expressed by means of a vector problem in linear programming, which will take the following form:
